TES and CPC Finland to develop 500-MW e-NG project in Finland

Tree Energy Solutions (TES) and CPC Finland OY have established a joint company LUOTO ENERGIA OY that will develop a large-scale project in Finland. The project aims to produce electric natural gas (e-NG), a green synthetic gas generated from renewable hydrogen and CO2.

The project will have an electrolyzer capacity of up to 500 MW and is expected to produce around 60.000 tons of green hydrogen that can be converted into over 125.000 tons of e-NG per year. The produced green hydrogen may make use of the Nordic Hydrogen Route being developed by Gasgrid Finland, whereas the produced e-NG can be liquefied and then shipped. Both products can be used to serve the European end market as well as international markets to satisfy the growing demand for renewable gases.

The green hydrogen / e-NG production site, spanning 20 hectares, will be located in the new extension area of the Port of Rauma at Iso Järviluoto. The Port of Rauma is one of Finland’s largest ports, situated in the southern part of the Gulf of Bothnia.

At its peak, the construction phase of the project is expected to create more than 1,000 jobs, providing a significant boost to the regional economy. Once operational, the facility will support approximately 40 permanent high-quality jobs focused on plant operation and maintenance.

The Finnish plant is expected to support the decarbonization of the maritime and industrial sectors where direct electrification is not suitable. The biogenic CO2 needed for e-NG production will be sourced from Finnish biogenic emitters.

The collaboration leverages TES’ expertise in e-NG production and commercialization, combined with CPC Finland’s expertise in renewable energy integration and cutting-edge technologies.

CPC Finland has already taken the initial key steps in permitting. The joint venture will continue with technical planning and permitting, aiming to enter the pre-FEED phase in 2026 and reach Final Investment Decision (FID) by 2028. The site already has a legally valid T/kem zoning plan in place, allowing for a shorter path to ready-to-build status.

Finland has transposed EU RED III into national law and is positioning itself as a pioneer in renewable fuels of non-biological origin (RFNBOs), such as e-NG. Its forward-looking approach to a multi-gas energy system creates a favorable environment for large-scale synthetic fuel projects and reinforces the country’s role in accelerating the energy transition

By combining green hydrogen and recycled CO2 through the Sabatier process, e-NG is produced. This sustainable synthetic methane, molecularly identical to natural gas, can seamlessly replace fossil molecules and accelerate global decarbonisation by harnessing existing infrastructure. e-NG qualifies as a Renewable Fuel of Non-Biological Origin (RNFBO) under EU’s Delegated Acts in the context of its Renewable Energy Directive.

TES is also developing a green energy hub import terminal in Wilhelmshaven, Germany. This terminal will serve as a central point for distributing e-NG and feeding it directly into the existing energy grid.
